The Agency for Financing Rural Investments (AFIR) is the institution that has instrumented and implemented several non-reimbursable financing programs granted by the European Union to Romania: the SAPARD Program (run between 2000 and 2006 - the pre-accession period to the EU), the National Development Program Rural 2007 - 2013 (implemented immediately after joining the EU), but also the National Rural Development Program 2014 - 2020 (currently implemented by the agency). AFIR carries out its activity based on the Government's Emergency Ordinance no. 41 of June 18, 2014, regarding the establishment, organization and operation of the Agency for the Financing of Rural Investments through the reorganization of the Payments Agency for Rural Development and Fisheries (APDRP), approved by Law 43 of March 17, 2015.

AFIR is made up of 13 specialized departments at the central level, 8 Regional Centers and 41 County Offices. None of the Agency's territorial structures have legal personality.
